Summary:
 
PATH is seeking a seasoned Senior Director of Supportive Housing Services to expand its site-based supportive housing services program. The Senior Director will join a passionate team committed to providing high-quality services and meeting the organization’s mission of ending homelessness for individuals, families, and communities. This team, consisting of the Chief Program Officer and Director of Supportive Housing, oversees all aspects of program implementation & evaluation and supervises Directors managing site-based supportive housing services.. The Senior Director will provide critical leadership in establishing relationships with third- party supportive housing developers and supporting developers, including PATH’s affiliate PATH Ventures, with predevelopment services.
 
The Senior Director will play a vital role in guiding the supportive housing program to be more innovative, effective, and efficient at achieving the organization’s goals and objectives. The Senior Director also will help develop strategies to market PATH’s supportive services programs to housing developers and other housing entities. Furthermore, the Senior Director will stay abreast of and continually analyze local and national trends in PSH development, affordable housing, healthcare, and mental health care to identify potential opportunities for PATH and emerging best practices. The Senior Director will identify and implement programmatic changes that will ensure PATH remains an innovative, effective organization providing solutions to homelessness.
 

Responsibilities:

 Clinical Services Supervision
  • Supervise, train and oversee staff development of all clinical staff (LCSWs, MSWs) & unlicensed employees while working in conjunction with program management personnel. Training and development topics might include PTSD, substance abuse, counter-transference, suicide/homicide risk assessment, crisis intervention, and professional self-care.
  • Oversee and evaluate clinical case consultations being executed by clinical staff to ensure effective service delivery.
  • Assist in interviewing, hiring, and training employees; planning and scheduling/assigning on-going workload assignments, setting and adjusting work to be accomplished by staff; adjusting program and project priorities; and preparing schedules for work completion.
  • Responsible for appraising performance; conducting weekly supervision meetings with staff; rewarding and disciplining employees; addressing complaints and resolving problems.


Program Development, Management and Evaluation
 
  • Work closely with PATH Ventures leadership to ensure the delivery of high-quality services that support tenant stability at its supportive housing developments.Utilize latest data and current thinking within a clinical context of homeless services and supportive housing fields to inform the program development process.
  • Ensure appropriate data collection and reporting as required by funders, government entities and agency senior management. Prepare progress and performance reports for internal and external communication.
  • Establish agency policy and protocol in all areas of clinical service and work with Directors, Chief Program Officer and program management staff to ensure that best practices are effectively executed so the clinical needs of tenants are addressed.
  • Assist in evaluating potential funding opportunities, determining whether the opportunity is appropriate for PATH to pursue, and developing proposals in response.
  • Provide excellent project management skills; manage and facilitate multiple projects and teams simultaneously.
  • Assist in all areas of program development and evaluation to ensure that programs are effective, efficient, and consistent with the organization’s mission and goals.

Agency Representation
  • Establish and maintain strong, positive working relationships with internal departments (Finance, Asset Management, Real Estate) and third-party partners (property management, owner partners, government agencies).
  • Work closely with Asset Management and other internal staff to develop a set of Policies & Standard Practices for operating high-quality supportive housing, which are implemented at PV properties and promoted for use with third-party owners. In collaboration with the Asset Manager, take a leadership role in continuously training property management and owners, in addition to services staff, on these Policies & Standard Practices.·
  • Foster relationships with the community and a variety of stakeholders including but not limited to service providers, governmental entities such as the Veterans Administration, Department of Mental Health, Department of Health Services, etc.
  • Participate in regional, area or other planning meetings. Serve as a spokesperson for agency when called upon.
  • As appropriate, represent the agency at national and local conferences. Develop and submit proposals to present on a variety of topics, positioning PATH as a national expert in emerging homeless services.
 

Business Development / Predevelopment Services

  • Assist in expanding and strengthening PATH’s new site-based supportive housing services program.
  • Support the Deputy CEO in expanding PATH’s site-based supportive housing program by evaluating opportunities to work with third-party developer-owners and assisting with the negotiation on the terms of the relationship.
  • Support the Deputy CEO in providing predevelopment services to PATH Ventures and third-party developer-owners. Such services include community outreach and engagement efforts, preparing supportive service plans and budgets, and other support in securing capital funding.
 

Additional Duties

  • The Senior Director will be called upon in a variety of situations to assist with crisis management or other situations that require immediate, effective leadership. This may involve temporary assignments to cover during staff transitions or absences, or to focus on specific tasks or projects outside of the scope of day-to-day duties.
  • In collaboration with Directors and Program Managers, as well as the Quality Assurance Department, take a leadership role in creating standard tools and policies for supportive housing staff.
  • Supervise the management of budgets at each property, including ICMS contracts, site programming funds and service provider fees paid by property owners. Take the lead in negotiating annual increases to contract fees from properties.
  • Take a leadership role in assessing department staffing needs and resources and making recommendations for changes to either.
 

Qualifications:

Experience with supervising licensed staff and providing clinical supervision; ability to provide training, orientation, consultation and guidance within clinical specialization of practice. Demonstrated supervision capabilities in similarly complex environment.
  • MSW preferred, bachelors required and 10 years supervisory responsibility.
  • Experience with reporting on government contracts.
  • Strong background in program and staff development.
  • Familiar and comfortable working with issues related to homelessness, substance abuse, mental health diagnosis, co-occurring disorders and history of trauma.
  • Experience in the following areas: psychosocial assessment, individual therapy, group therapy, short- term, evidence-based counseling, crisis intervention.
  • Preferred familiarity with evidence-based practices for chronically homeless individuals such as Housing First, harm reduction, the critical time intervention (CTI) model, etc.
  • Able to coordinate multiple projects simultaneously in a high-pressure and time sensitive environment.
  • Demonstrates ability to use computers and proficiency in Microsoft Office software and various
  • data management systems.
  • Possess excellent written and oral communication skills, interpersonal skills, and ability to work both individually and as part of a team in a fast paced, professional environment.
  • Maintains and executes confidential information.
  • Oversee the operations of PATH Metro Villas, a campus of integrated resources and programs for ending homelessness, including permanent supportive housing, interim housing, programs as well as the PATH administrative offices.
  • Flexibility, acute problem solving skills, and ability to work under competing deadlines and conflicting priorities in a fast-paced environment are critical qualities for this position.

Work Environment
The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health and safety practices. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations. The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure.
