Program Description

PATH Housing Partnerships Program provides landlord outreach and engagement services to develop a full range of permanent housing opportunities for homeless families, homeless individuals, and veterans. The Department operates within a business model of excellence for our agency and community partners. Targeted housing acquisition includes, but is not limited to, Housing Choice Vouchers, Shelter Plus Care, VASH, Rapid Rehousing, ICMS, Supportive Services for Veteran Families, and unsubsidized qualified individuals. This program will be working with Los Angeles Homeless Authority and partners to exponentially increase Los Angeles County’s affordable housing stock and build a model of services Countywide.

Position Summary

The Housing Associate Director will report directly to the Director of Housing Partnership Programs (HPP) and play a key role as a member of PATH. The Associate Director will work closely with the HPP Director, and HPP Housing Managers to scale contracts and meet the goal of acquiring 3,000 units within 1 year. The position is ideal for a person with proven leadership work, who is strategic, innovative, and committed to housing our most vulnerable neighbors.
The Associate Director will oversee the HPP Team, as it works to acquire market rate and affordable rental units in Los Angeles County. Using a dynamic set of program incentives, and customer service, the team serves as a liaison for landlords to fill their vacancies. The Associate Director will supervise the HPP Program Managers, who in turn manage their respective teams of Housing Specialists, and Mediation Coordinator. S/he will work in close collaboration with the Director to inspire a culture of PATH values throughout the team and implement long-term housing acquisition strategies. This includes coordinating with key PATH partners, CES Leads, and the LA Homeless Services Authority staff. The Associate Director will, from time to time, represent PATH at community events, meetings with high-level stakeholders, and funders. S/he will be instrumental in the continued build out of the PATH HPP and helping to set strategic direction for the department.


  • Develop and maintain a robust countywide outreach strategy for identifying appropriate rental and affordable housing throughout Los Angeles County.
  • Manage/mentor Housing Managers and Specialists, set team acquisition goals, and track team progress
  • Work with Lease Up LA marketing initiatives to prospective landlords, property managers, and associations.
  • Lead key landlord management strategy, nurturing repeat business opportunities.
  • Concentrate efforts on managing and building relationships with key stakeholders (i.e. property providers, developers, funders, etc.)
  • Stay on top of local housing market trends and changes (i.e. vacancy trends, FMR levels, etc.)
  • Ensure team is maintaining thorough and accurate lead/property data within Salesforce
  • Produce regular reports about housing acquisition outcomes in order to inform strategies and program operations.
  • Oversee implementation of Permanent Housing Standard Inspections.

Professional Experience

  • Master’s level education preferred, but relevant professional experience can be substituted.
  • 3 or more years of experience in the public policy, homeless services, or social justice. Alternatively, PATH is open to interviewing candidates with experience in real estate, sales, marketing, or a similar field.
  • Demonstrated leadership as evidenced by increasing levels of responsibility and management over the course of the candidate’s career.
  • At least 2 years supervising a team or comparable levels of leadership.

Knowledge, Skills and Ability

  • Exceptional communication skills and a creative approach to problem solving.
  • Ability to refine systems and processes with an eye towards the “big picture.”
  • Knowledge of Federal and California Fair Housing Laws
  • Excellent organizational, project management, and planning skills.
  • Can manage multiple deadlines efficiently and simultaneously.
  • Solid team leader who is able to work well collaboratively on projects and under pressure.
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally responsive services and work effectively in cross-cultural situations.
  • Proficiency with MS Outlook, Word, PowerPoint and Excel required. Experience with databases such as Salesforce preferred.
  • Flexibility required regarding scheduling and prioritizing of tasks
  • Ability to utilize critical thinking skills in decision-making and good independent judgment
  • Flexible work schedule to include some evenings and/or weekends as needed.
  • Driving is an essential function of this position
  • Must have Valid CA Driver's License
  • Must provide proof of insurance coverage
  • Must be able to qualify for PATH insurance coverage
Work Environment
The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health and safety practices. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations. The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure.
