JR 2386 Outreach Specialist Los Angeles, CA 90004 Salary: $26.45/hr - $28.85/hr DOE Full Time Non-Exempt
PATH (People Assisting The Homeless) is seeking candidates passionate and dedicated to helping people experiencing homelessness in our community to join our DHS ICMS Street Services Program as an Outreach Specialist. This role is part of the early morning/swing shift team with a schedule of 3:00 am – 11:30 am five days a week.
This position works throughout LA County in the Metro Transit System providing outreach and immediate case management and supportive services to members of our community experiencing homelessness. Due to the nature of the work, this position is open to individuals from a variety of backgrounds with extensive experience with and knowledge of issues related to homelessness and outreach and engagement.

WHAT WE DO Since its foundation in 1984, PATH has pioneered bold and effective approaches to assist people experiencing homelessness. PATH operates services throughout California, connecting our clients to a comprehensive continuum of homelessness prevention, street outreach, employment preparation and placement assistance, individualized case management, supportive services, interim housing, and permanent supportive housing.
ABOUT THE DHS ICMS PROGRAM Operating throughout LA’s Metro Transit system, the DHS ICMS Outreach Program provides immediate case management support and intervention services to our community members experiencing homelessness. The program is facilitated by a 100% field-based, multidisciplinary team who implement a “whatever it takes” approach to ensure the individuals served gain immediate access to needed services and supports and connected to long-term services.
WHAT IS AN OUTREACH SPECIALIST? As part of the DHS IMCS Street Services team, the Outreach Specialist works throughout the Metro Transit System to quickly assess and provide immediate interventions for individuals experiencing homelessness and link them to long-term services. Responsibilities of the Outreach Specialist include:
Conducting daily street outreach to develop relationships and build rapport
Responding to requests to outreach services
Conducting VI-SPDAT assessments for clients in the field to identify and connect them to proper interventions and services
Providing street-based case management services by bringing services to clients in the community with the goal of linking them to long-term supportive services. This includes:
Assistance with benefits establishment
Assistance with obtaining personal identification documents
Providing employment linkages and assistance
Healthcare related assistance
Other referrals as necessary to ensure all client needs are met
Providing transportation and accompanying clients and their children when necessary to access to medical care, obtain shelter, and attend appointments to provide support, advocacy, and assistance
Collaborating with law enforcement, interim service providers, and other community providers to ensure a smooth transition from street living to housing and access to all necessary services

Demonstrate strong skills in engagement and rapport building with hard-to-reach clients
Are comfortable working with and building successful collaborative relationships within the community including with law enforcement, service providers, members of the community, and other stakeholders
Possess a high level of tolerance and understanding for individuals with urgent and multiple case management and health needs
Work just as well independently as they do on a team
Exercise mature judgement, and are highly motivated, self-starting and proactive
Are excellent at communicating, whether in writing or verbally
Have a strong sense of prioritization and can coordinate multiple demands in a high-pressure environment
Project a professional demeanor and exercise mature and professional judgment
Demonstrate strong problem-solving skills and ability to resolve and cope with immediate crisis situations.
MANDATORY REQUIREMENTS For this role the Outreach Specialist must:
Have extensive experience with street outreach and issues related to homelessness such as, but not limited to:
A Bachelor’s Degree in a related field and at least 2 years of experience in street outreach
Lived experience with homelessness and issues related to homelessness and outreach experience
Extensive experience in street outreach and assisting individuals experiencing homelessness including unpaid or volunteer work with community based organizations
Demonstrate knowledge of and experience with advanced and evidence based interventions including, but not limited to:
Critical Time Intervention
Be able and willing to work the 7:00 am – 3:30 pm shift five days a week
Be able and willing to travel throughout LA County's Metro Transit System on a daily basis
Be able and willing to work flexible hours which may include evenings or weekends
Have employment eligibility verification
Have or be able and willing to obtain CPR/First Aid training
Provide proof of full COVID-19 vaccination
Have reliable transportation and:
A valid driver’s license
Proof of insurance and ownership for personal vehicles used during work duties
The ability to qualify for PATH insurance coverage
Successfully complete the following as a condition of hire:
