PATH (People Assisting The Homeless) is seeking master level social workers (MSW) with supervisory experience to join our VASH Program in Lancaster as a Program Manager. This position gives a strong preference to candidates with independent practitioner license (LCSW or equivalent), but it is not required.

Since its foundation in 1984, PATH has pioneered bold and effective approaches to assist people experiencing homelessness. PATH operates services throughout California, connecting our clients to a comprehensive continuum of homelessness prevention, street outreach, employment preparation and placement assistance, individualized case management, supportive services, interim housing, and permanent supportive housing. 

PATH’s Veteran Services Programs assist homeless veterans break the cycle of homeless through services that help them reintegrate into the community and obtain and sustain stable housing and meaningful employment. Outside of the Department of Veterans Affairs (VA), PATH, is one of the largest contracted providers for VASH case management services and vouchers in the Greater Los Angeles VAMC.

Under the supervision of the Associate Director, the Program Manager provides administrative and supervisory oversight to a team of case managers and outreach workers in the Lancaster region. Responsibilities of the Program Manager include:
  • Program Management & Oversight
    • Collaborating with the Associate Director to ensure successful implementation, coordination of services, achievement of performance measures, and evaluation of services for the program
    • Ensuring that the program and all projects are in compliance with contracts, partnership agreements, and all other funding requirements, program goals, and stakeholder expectations
    • Regularly reviewing VASH Programs and Policies to ensure the program meets contract requirements
  • Staff Support & Development
    • Providing direct supervision to all staff in the program
    • Planning, scheduling, and adjusting workload assignments for staff
  • Program Outreach Support
    • Assisting the Associate Director with providing education, networking, and representing the program to local agencies, coalitions, and community stakeholders
  • Reports & Compliance
    • Assisting the Associate Director with compiling monthly reports
    • Attending all site-monitoring visits
    • Ensuring required data is up-to-date and reviewing data quality reports on a monthly basis

We’re looking for candidates that:
  • Hold an active, independent practitioner license from a state with no restrictions (LCSW or equivalent)
  • Demonstrate strong skills in time management, organization, and attention to detail
  • Effectively deal and cope with immediate crisis situations
  • Demonstrate a strong ability to represent the interests of the agency
  • Possess strong interpersonal skills including the ability to interact effectively and build successful collaborative relationships with a diverse range of individuals from a variety or backgrounds at all organization levels
  • Possess a high level of tolerance and understanding for individuals with urgent and multiple case management and health needs
  • Work just as well independently as they do on a team
  • Exercise mature judgement, and are highly motivated, self-starting and proactive
  • Are excellent at communicating, whether in writing or verbally
  • Have a strong sense of prioritization and can coordinate multiple demands in a high-pressure environment

For this role the Program Manager must:
  • Hold a Master’s Degree in Social Work (MSW)
  • Have supervisory experience in homeless services or related social services field
  • Demonstrate strong skills in staff supervision, program development and implementation, and the development of policies and procedures
  • Be able and willing to work flexible hours which may include evenings or weekends
  • Have employment eligibility verification
  • Have or be able and willing to obtain CPR/First Aid training
  • Provide proof of full COVID-19 vaccination
  • Have reliable transportation and:
    • A valid driver’s license
    • Proof of insurance and ownership for personal vehicles used during work duties
    • The ability to qualify for PATH insurance coverage
  • Successfully complete the following as a condition of hire:
    • Tuberculosis Test
    • Background Screening
    • Drug Test
