PATH (People Assisting The Homeless) is seeking candidate with homeless services experience to join our Outreach Program serving SPA 7 in LA County as the Program Manager. This position is based out of our North Long Beach location and primarily works in the field providing supervision to outreach staff as well as providing direct client services.

Since its foundation in 1984, PATH has pioneered bold and effective approaches to assist people experiencing homelessness. PATH operates services throughout California, connecting our clients to a comprehensive continuum of homelessness prevention, street outreach, employment preparation and placement assistance, individualized case management, supportive services, interim housing, and permanent supportive housing.
Our Street Outreach programs work to engage individuals who are currently homeless and living on the streets in an effort to provide and link them with services that will ultimately lead them to stabilize in housing long-term.
WHAT IS A PROGRAM MANAGER?
The Program Manager provides clinical and supervisory oversight to the staff within the outreach program to ensure the program delivers the upmost quality of services and meets its performance goals. Responsibilities of the Program Manager Include:
WHAT YOU BRING
- Program Management & Oversight
- Providing oversight of program contracts to ensure successful implementation, coordination of services, achievement of program performance measures, evaluation of services and compliance
- Operating as the primary contact for all program matters
- Providing administrative oversight such as quality assurance for documentation
- Staff Support & Development
- Providing direct supervision to all staff working in the outreach program
- Plan and adjust on-going workload assignments, program and project priorities and staff schedules
- Providing regular and on-going feedback including training, opportunities for growth, verbal and written improvement plans as necessary and regular evaluations
- Leading by example and implementing and training staff on best practices for utilizing evidence-based practices that are effective with chronically homeless individuals
- Supportive Services
- Conducting VI-SPDAT assessments on all new clients to properly connect them with proper intervention and services
- Meeting with established clients on a weekly basis to review, evaluate and support the completion of their goals
- Collaborating with the outreach team to provide community-based services and case management supports
- Community Engagement
- Building relationships and collaborating with community providers to ensure seamless referral from street outreach to longer term substance abuse and mental health services
- Creatively using and developing community resources to broker and link clients to services
- Maintaining documentation standards as set forth by the program contract and PATH policies
- Generating client data for reporting
We’re looking for candidates that:
- Hold a Master's Degree in Social Work (MSW) from an accredited university (strongly preferred)
- Work just as well independently as they do on a team
- Effectively problem-solve and resolve conflicts
- Exercise mature judgement, and are highly motivated, self-starting and proactive
- Are excellent at communicating, whether in writing or verbally
- Have a strong sense of prioritization and can coordinate multiple demands in a high-pressure environment
- Display computer proficiency, specifically with Microsoft Office Suite
For this role the Program Manager must:

- Demonstrate knowledge of and experience with advanced evidenced-based interventions effective with vulnerable populations including engagement and rapport building with hard to reach clients, harm reduction and motivational interviewing strategies, housing-first practices, non-violent crisis intervention techniques and case management services
- Have experience in street outreach with highly vulnerable populations, particularly those with health, mental health and substance abuse issues
- Be able and willing to work flexible hours which may include evenings or weekends
- Have employment eligibility verification
- Have or be able and willing to obtain CPR/First Aid training
- Have reliable transportation and:
- A valid driver’s license
- Auto Insurance
- The ability to qualify for PATH insurance coverage
- Successfully complete the following as a condition of hire:
