Program Manager – Recovery Rehousing

PATH (People Assisting The Homeless) is seeking candidates with supervisory experience in social services to join our South County Programs as the Program Manager for our new Recovery Rehousing Program.

WHAT WE DO
Since its foundation in 1984, PATH has pioneered bold and effective approaches to assist people experiencing homelessness. PATH operates services throughout California, connecting our clients to a comprehensive continuum of homelessness prevention, street outreach, employment preparation and placement assistance, individualized case management, supportive services, interim housing, and permanent supportive housing.
The Recovery Rehousing program focuses on assisting those experiencing homelessness who are at a high risk for COVID-19 or have a high level of acuity and need in obtaining permanent housing. Services are provided to households, individuals, and youth experiencing homelessness through a tailored package of time-limited financial assistance and targeted supportive services.
WHAT IS A PROGRAM MANAGER?
The Program Manager manages the daily operations of the Recovery Rehousing Program including clinical and supervisory oversight of staff and administrative oversight as well as providing direct client services as needed to support the program. Responsibilities of the Program Manager Include:
WHAT YOU BRING
- Program Management & Oversight
- Providing oversight of program contracts to ensure successful implementation, coordination of services, achievement of program performance measures, and evaluation of services
- Ensuring compliance with all program contracts, partnership agreements, and funding requirements
- Operating as the primary contact for all program matters
- Staff Support & Development
- Providing direct supervision to all staff working in the CBEST program
- Plan and adjust on-going workload assignments, program and project priorities and staff schedules
- Providing regular and on-going feedback including training, opportunities for growth, verbal and written improvement plans as necessary and regular evaluations
- Clinical Oversight
- Providing clinical support, training and oversight of the ICMS staff
- Providing consultation for outreach programming
- Conducting biopsychosocial and other basic health assessments
- Serving as a resource for staff regarding evidence-based practices effective with vulnerable populations
- Program Outreach
- Educating, networking and representing the program to local agencies, community stake holders, governments and other organizations
- Program Development & Evaluation
- Functioning as a liaison between the funder and program to ensure execution is in alignment with contract scope and PATH’s integrated service approach
- Collaborating with the evaluation team to effectively utilize program data to assess and manage staff and program and client outcomes
We’re looking for candidates that:
- Demonstrate extensive knowledge and experience with case management techniques including critical time intervention, harm reduction strategies, crisis intervention techniques and motivational interviewing
- Demonstrate experience with program start up
- Effectively resolve and cope with immediate crisis situations
- Demonstrate a strong ability to represent the interests of the agency with a diverse range of individuals and build successful working relationships
- Possess a high level of tolerance and understanding for individuals with urgent and multiple case management and health needs
- Work just as well independently as they do on a team
- Exercise mature judgement, and are highly motivated, self-starting and proactive
- Are excellent at communicating, whether in writing or verbally
- Have a strong sense of prioritization and can coordinate multiple demands in a high-pressure environment
For this role the Program Manager must:

- Have at least 2 years of supervisory experience in homeless services or working with vulnerable populations
- Hold a Master’s Degree in relevant field; MSW or ACSW strongly preferred
- Be able and willing to work flexible hours which may include evenings or weekends
- Have employment eligibility verification
- Have or be able and willing to obtain CPR/First Aid training
- Have reliable transportation and:
- A valid driver’s license
- Auto Insurance
- The ability to qualify for PATH insurance coverage
- Successfully complete the following as a condition of hire:
- Tuberculosis Test
- Background Screening
- Drug Test
