The Data Specialist
will work in conjunction with the Data Manager to support the data needs of the CES for Families program for Service Planning Area (SPA) 4, Los Angeles. The data specialist, in collaboration with other team members and PATH’s QA department, will aggregate and track program performance. This position will work with the Data Manager on contract compliance, records management, and program invoicing. Additionally, they will work with the CES for Families SPA 4 management team to identify opportunities for performance improvement and the resources necessary to help attain that.
The data specialist will also help coordinate with the team to help develop tools and identify system enhancements that will further support improvements in data collection, report generation, and overall data access and implementation.

- Maintain and monitor SPA 4 CES for Families data systems.
- Help develop and implement training programs aimed at developing partner capacity.
- Track outcomes and monitor progress against established goals
- Analyze programmatic data to determine strengths and gaps
- Complete reports for timely submission as required by funders (LAHSA, HACoLA, HACLA)
- Provide back-up outreach and case management support to region as needed
- Administer client databases including generating and analyzing reports, user management, and adherence to Homeless Management Information Systems policies and procedures.
- In collaboration with the Data Manager, document data management policies and procedures.
- Analyze program results and progress towards specific outcomes and goals.
- Design, develop and implement regular reports for various audiences including staff, funders, and board members, etc.
- Perform other tasks and special projects as required.
- Posses a minimum of a Bachelor’s Degree.
- Previous experience with social services and/or homeless programs
- Demonstrated partnership capabilities in similarly complex environment
- Ability to coordinate multiple projects simultaneously in a high-pressure and time sensitive environment
- Demonstrated ability to use computers and high proficiency in Microsoft Office software, especially Excel, and HMIS system
- Project a professional demeanor and possesses excellent written and oral communication skills, interpersonal skills, and ability to work both individually and as part of a team
- Capability to work in a fast paced, professional environment

- Able to obtain First Aid/CPR certification as provided by PATH
- Updated tuberculosis test
- Bachelor’s Degree required
- Computer literacy required. Must be proficient in Internet research, Word, Excel and database programs and be willing to learn other applications. Experience with Homeless Management Information Systems highly desirable.
- Strong organizational skills, including effective time management and the ability to make decisions independently and in collaboration with staff across your region and external partners
- Demonstrated ability to manage detailed reports, pay close attention to detail, and work under deadlines by multi-tasking and appropriately prioritizing while maintaining flexibility
- Must have excellent communication skills, including the ability to clearly present data to a variety of audiences

- Must have Valid CA Driver's License
