Summary:
PATH is a Supportive Services for Veteran Families (SSVF) Program provider. The goal of SSVF is to promote housing stability among very low-income Veteran families who are homeless or at-risk of homelessness. SSVF provides temporary financial assistance and case management services that focus on community reintegration and socialization by connecting Veteran families to resources that promote stabilization and independence.

The Program Manager will work under the supervision of the Associate Director. This position will oversee a team of case managers and outreach workers across multiple geographic regions. This position is directly responsible for supportive services oversight and program administration of the SSVF team, including but not limited to, collaborating and working with various community stakeholders, ensuring compliance with SSVF grant documentation standards, providing oversight/supervision of case management and outreach staff and services, and overall providing strategic guidance and leadership of the SSVF program services.

Program Management & Oversight
  • Provide oversight in collaboration with the program associate director of all program contracts to ensure successful implementation, coordination of participant services, achievement of program performance measures, and evaluation of services provided. Ensure that programs and projects are in compliance with contracts, partnership agreements, and all other funding requirements, program goals, and stakeholder expectations. Regularly review SSVF Programs and Policies and updates as needed to ensure program is meeting CARF regulations.
Staff Support/Development
  • Provide direct supervision to all staff in the program. Plan and schedule on-going workload assignments set and adjust work to be accomplished by staff; and prepare schedules for work completion. Conduct regularly scheduled supervision meetings with staff; provide regular and appropriate feedback including training, opportunities for professional growth, verbal and written improvement plans when needed, and regular evaluations.
    • Program Outreach Support: Assist Associate Director with education, networking and representation of the SSVF program to local agencies, coalitions, community stakeholders, such as: Chambers of Commerce, Business Improvement Districts, Neighborhood Councils, Law Enforcement, City and County government, residents, and other organizations. 
    • Reports and Compliance – Assist Associate Director with compiling necessary monthly reports to assemble full department reports. Perform periodic internal audits. Attend all monitoring site visits. Update HMIS data information and review data quality reports on a monthly basis. Assist with generating reports for upload to VA Repository.
 
Qualifications
  • Master’s Degree in Social Work (MSW), Public Health (MPH), or Public Administration (MPA) strongly preferred
  • Supervisory experience in homeless services or related social services field with strong skills in staff supervision, program development and implementation and development of policies and procedures.
  • Effective time management and communication skills. Includes speaking, listening, and writing in a clear, thorough and timely manner using appropriate and effective communication tools and techniques. 
  • Strong ability to effectively resolve and cope with immediate crisis situations.  
  • Strong organizational, detail orientated, and time management skills. 
  • Proven ability to work independently, effectively as an individual and part of a team. 
  • Strong ability to represent the interests of the agency, interacts effectively with a diverse group, and be comfortable building successful collaborative relationships with program participants, staff, and other stake holders.

  • Ability to work flexible hours which may include evenings or weekends 
  • Driving is an essential function of this position

    • Must be able to qualify for PATH insurance coverage


Work Environment 
The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health and safety practices. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations.
The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure.

The employee may be required on occasion to lift and or carry up to 20 lbs.
